Hospitals activity was measured as stays for many years, affecting quality and performance until it was adjusted to length of stay and to DRG (Diagnostic Related Groups) later on1.

Out patients activity was measured by the number of consultations, which also affected quality and performance until it was adjusted to a first consultationsuccessive consultations ratio and to health programs measurement2.

In order to proclaim strategies to set global quality specifications in laboratory medicine over 100 experts from 27 countries contributed to the Stockholm conference held in April of 1999. The terms FIFO, LIFO and FEFO are commonly used in management (Table 1).

Can be applied to samples and response times, when considering "expiration" as "commitment of response". Every laboratory follows different procedures. However, FIFO-routine and LIFO-urgency approach are frequent. Specific manual entries for emergencies in the analyzers are applied. There is a coexistence of two laboratories: routine and urgency.
